The Appraiser is responsible for assisting in the valuation of real property within the county for ad valorem tax purposes. Duties include conducting field inspections, performing detailed reviews, taking photographs of properties, and applying accepted appraisal methods to establish fair market value. The Appraiser performs mass appraisals, maintains accurate property records, and provides assistance to the public regarding property valuations. This position requires, at minimum, an Appraiser Trainee license with a commitment to obtaining a Certified Residential Appraiser License within a specified timeframe.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
Conducts field inspections of residential, commercial, and vacant properties.
Takes photographs of properties and ensures accurate documentation of physical characteristics.
Performs mass appraisals using statistical models and accepted appraisal practices.
Reviews property data for accuracy and completeness; updates records as necessary.
Assists with detailed reviews of property valuations to ensure compliance with state laws and standards.
Communicates with property owners, taxpayers, and the public regarding valuation processes.
Prepares reports, maps, and documentation related to property assessments.
Attends training sessions, workshops, and continuing education courses as required.
Works toward and maintains required state licensing and certifications.
Performs other duties as assigned by the Assessor or designee.
MINIMUM QUALIFICATIONS
EDUCATION, EXPERIENCE AND CERTIFICATIONS:
High school diploma or equivalent; Associate's or Bachelor's degree in business, public administration, or a related field preferred.
Must hold a Utah Appraiser Trainee License at the time of hire.
Must obtain and maintain a Certified Residential Appraiser License within the timeframe set by the Assessor's Office.
Valid driver's license and reliable transportation for field inspections.
Proficiency with Microsoft Office Suite, GIS mapping, and appraisal software preferred.
Strong written and verbal communication skills.
Ability to work independently and manage time effectively.
Ability to establish and maintain positive working relationships with coworkers and the public.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
Work performed in both office and field environments.
Regular exposure to outdoor conditions including weather, uneven terrain, and construction sites.
Requires the ability to walk, stand, and drive for extended periods.
May require lifting objects up to 25 pounds (e.g., files, equipment, materials).
